If you get the gun upgrade after beating the first level, do Unknown Initial Value. Shoot, decrease. Shoot, decrease. Once you run out of ammo, beat the level then restart (I recommend doing all of this on the first level). Select Increase when you start, and you should only have a few scans left.

With the 2nd upgraded gun, the value is 800. It regenerates/increases though, so unless you want to speed hack to 0, it can be tricky. This way is quick and easy.

EDIT: Start a new level, then freeze it. this way you have unlimited ammo, and can easily beat the game.

Completed sol all upgrades and achievements.
