No, you can't actually give him karma because you don't have enough posts. You need at least 15, if I'm not wrong

Flow Level is Double*1.

Notice how it starts on the first valve saying 'Flow Level 2', that's actually the level you're BUYING.

You don't have it yet, so your level is still 1.

So enter that, buy the next level, it'll say 'Flow Level 3' but you really have level 2.

Then scan for 2, then 3, and so on. You'll have it by scan 4!
