Audio driver issues.

I have a USB audio card that will only work if its turned on before the computer is turned on. If not the audio card will not work unless you install drivers. I've tried manually installing the drivers after the fact and one of them works but it doesn't work properly.
The audio card will show up under device manager if you turn it on after the computer starts up but will not work. Here are some screen shots that I hope might help. 
This is how it looks when it installs properly.
