Second Tier Activation

So, lately I've had some problems with my internet, and I've had to reset my router multiple times, and my main account has STA enabled on it. Now, not realizing that STA is IP fixed, I came back and tried to login to said main account, and it would seem that neither of the buttons work. There's also the problem, of what I've come to understand as an IP verification email or something similar, not being sent to my linked email account. It would be nice to know if the system is broken, as I'd like to be able to get back into my account, and if it will be fixed.
