It's entirely server based. If you still want hacks for it go google elobuddy.

Trying to hack it could get you banned from the game if they detect it, so I would recommend first trying it on a different account (and possibly a different IP) to see what happens if you do attempt to hack it.

I would think at best you could change things on your end of the connection,  to feed data to the server on your behalf (scripting), or to change how things are being displayed on your end, (ie. you could show people in other skins, but them not be using them)  it would be a complex overlay or, rely on a modified LOL client which each patch would break much less it would have to somehow verify against the actual game files,  I'm not sure how possible all of that is without a massive ongoing time investment.

not to mention the ToS violations, and how one screw up could flag a detection of modified software/input.  

The game is obviously mostly server sided, and it is such a large, popular game that I doubt you could sneak very much past whatever modification detection they have.

Wouldn't this be incredibly difficult? But alas, I'm not a hacker, so I wouldn't know that much on this.

Yea it take a ton of a time to make and keep up quality of scripts etc. Plus riot is lately started turning more of its attention to scripters.
