Trying to make a good computer

So im planning on making a new desktop computer from scratch (since it can be way cheaper that buying a new one and mine is 8 years old).

Well the problem here is that i have no idea of the brands and they prices, and i heard some brands remove they limiters on they products (like in the RAM cards) and it ends reducing they life span.
I have in mind buying a 5i processor, at least 8gb of ram and the best audio and video cards i can get, all that with a budget  around $500-600 US dllrs

extra info: im from Mexico, so 500-600 U.S dllrs would be like 7000 of my country currency, but its still cheaper that buying them in my country.
maybe i can buy the processor out of my budget and jsut focus the 500 dllrs on the ram, audio,video internet card and the mother board.

If you plan on building a gaming PC, you should spend most of the money on getting a good graphics card.
If you plan on using it as an office PC, you shouldn't spend more than 400-500$.

Also, there's always the little things that make you happy:
- like a nice cool (or silent) pc case;
- or a small SSD you can use to install games on (you wouldn't believe the improvement in the speed of games)

P.S.: be generous on the fans: even if you decide to unplug some, they will come in handy in those hot summer days.
P.S.S: think cable management: you can improve the airflow a lot with a few strings

I was planning on using it kinda like a recording studio, so a good graphic and audio card its a must, plus the ram.
And yeah, some summer days can be a real killer to the processor
